This infrastructure upgrade project expanded the Colorado School of Mines’ main utility loop to serve Spruce Hall, providing reliable steam and chilled water for air conditioning by Fall 2020. W.E. O’Neil managed the installation of steam, chilled water, and condensate systems, with a focus on quality and continuity. A key feature was a 320-linear-foot underground utility tunnel, supported by earthwork, hardscape, and landscape work. The scope also included a new utility vault for safe, long-term service access.
Our collaborative approach with the Facilities Department and the owner ensured schedule integrity despite site challenges, including a high water table. Open communication and early design reviews prevented service disruptions and enabled timely completion.
A potential $100K change order was avoided through a value-engineered reverse-pitch solution that preserved system performance. Raising the utility vault elevation further eliminated the need for added waterproofing and excavation.
To ensure safety and maintain quality and efficiency, phased array ultrasonic testing replaced traditional X-ray weld inspections, allowing daily testing without disrupting campus activity. Final system balancing was completed to ensure long-term reliability and compliance.
