Rincon Band of Luiseño Indians
W.E. O’Neil has proudly partnered with Rincon Band of Luiseño Indians in delivering world-class construction solutions for Harrah’s Rincon Southern California Resort & Casino in Valley Center, CA. This longstanding collaboration began in 2000, when W.E. O’Neil converted an abandoned 20,000 SF bingo hall into a temporary gaming facility, establishing a foundation of trust, innovation, and mutual respect that has continued to shape our partnership. What began as a single project evolved into a multi-phase partnership exceeding $750 million in construction value, encompassing 16 projects across two decades and eight phases.
Phase I Interim Casino and Expansion (2001): Converted a 20,000 SF bingo hall into a 1,100-slot casino and added a 30,000 SF gaming facility with 1,300 additional slot machines, a 1,100-stall parking lot, and county road widening. The scope also included 15,000 SF of modular administrative and employee spaces, 140 tons of added HVAC cooling, and new kitchen, snack bar, and back-of-house facilities.
Phase II Hotel & Casino (2002): A four-story, 153,000 SF hotel with 200 rooms, luxury suites, a 100,000-gallon pool, spa, and a 155,000 SF casino with restaurants and administrative areas.
Phase III Casino Expansion (2003): 20,000 SF casino expansion featuring upgraded gaming facilities and new food venues.
Phase IV Hotel Tower I (2004): A 21-story, 468-room luxury tower built alongside an operational casino, including a 20,000 SF spa, expanded casino floor, high-roller club, pool garden, 2,000-stall parking garage, waste water treatmen plant and central plant facilities—all completed without interrupting operations.
Garden Tower Renovation (2007): 200-room hotel renovation with structural infill and seismic upgrades adding nine new rooms, three luxury suites, and 30,000 SF of outdoor amenities, including water features, spas, fire pits, and landscaping.
Phase VII Hotel Tower II (2014): Addition of a second 21-story, 402-room hotel tower, a 45,000 SF ballroom, renovated casino, new retail, additional pools with a lazy river, spas, and upgraded dining and lobby areas.
The Spa and Brewhouse (2017): A 24,000 SF high-end spa featuring treatment rooms, saunas, steam rooms, saltwater baths, relaxation lounges, and a full-service salon and barber shop, and fitness center. This includes the new 4,700 SF taproom and brewery, Southern California’s first tribal-owned and operated brewery located at Rincon Band of Luiseño’s Indians Reservation.
