As part of the transformative redevelopment of Fox Valley Mall into a vibrant mixed-use destination and community epicenter, W.E. O’Neil led an extensive site infrastructure upgrade of the 24-acre site. The project began with the strategic demolition of the Carson Pirie Scott department store, executed with precision to ensure uninterrupted mall operations and to maintain controlled dust and noise levels.
To enhance site circulation and accessibility, 1.2 miles of inner and outer ring roads were relocated, accompanied by new sidewalks, upgraded site lighting, and refreshed landscaping. The team also established six new intersections, complete with traffic signals and improved access points.
Infrastructure modernization was a key focus, with over 4,700 feet of dry utility and 6,400 feet of wet utility relocations, including underground electrical and fiber duct banks, and water and fire main upgrades. To support future development, two new outparcel sites were constructed, each fully equipped with utility infrastructure, grading, curbs, and landscaping, laying the groundwork for continued growth and community engagement.
